'An efficient intelligence organisation anticipates the requirements of a commander, and to be efficient, we must understand the problems we will meet. There will be no time to consider these after the outbreak of war. They must be resolved now, and that is the goal of the peace-time activities of the Corps.'
Colonel T.F.B. MacAdie, Director of Military Intelligence, 1957
